{"id":5034,"date":"2025-05-22T17:55:47","date_gmt":"2025-05-22T17:55:47","guid":{"rendered":"https:\/\/wnp.com.pk\/?p=5034"},"modified":"2025-05-22T17:55:47","modified_gmt":"2025-05-22T17:55:47","slug":"senate-committee-warns-against-indian-water-aggression-reaffirms-commitment-to-indus-waters-treaty","status":"publish","type":"post","link":"https:\/\/thediplomat.com.pk\/index.php\/2025\/05\/22\/senate-committee-warns-against-indian-water-aggression-reaffirms-commitment-to-indus-waters-treaty\/","title":{"rendered":"Senate committee warns against Indian water aggression, reaffirms commitment to Indus Waters Treaty"},"content":{"rendered":"<p>ISLAMABAD, Thursday, May 22, 2025 : The Senate Standing Committee on Water Resources, chaired by Senator Shahadat Awan, on Thursday held a high-level session to discuss the recent developments surrounding the Indus Waters Treaty (IWT) in light of what it termed \u201chostile actions\u201d by India.<\/p>\n<p>The session featured a detailed briefing by Pakistan\u2019s Commissioner for Indus Waters, Syed Muhammad Mehar Ali Shah, who emphasized that the treaty is a binding bilateral agreement that cannot be suspended unilaterally. \u201cThe Indus Waters Treaty remains fully enforced and legally binding on both Pakistan and India,\u201d Shah stated. He termed India\u2019s reported attempts to restrict the flow of western rivers as a \u201cclear violation\u201d of the treaty.<\/p>\n<p>The Committee collectively condemned what it described as India&#8217;s \u201cunlawful and unilateral\u201d move to suspend its obligations under the 1960 treaty, following a controversial false flag operation in Pahalgam. Lawmakers warned that such provocative actions pose a serious threat to Pakistan\u2019s water security, agriculture, and the livelihoods of over 250 million citizens.<\/p>\n<p>\u201cThis treaty is not just a document\u2014it is a matter of our national survival,\u201d Senator Awan asserted. \u201cWater is our red line.\u201d<\/p>\n<p>The Committee cited Article XII, Clause 4 of the Indus Waters Treaty, as well as the Vienna Convention on the Law of Treaties (1969), both of which prohibit unilateral withdrawal or suspension. The Committee also noted the World Bank President\u2019s recent affirmation that the treaty continues to bind both parties and cannot be placed in abeyance by one side.<\/p>\n<p>Emphasizing the treaty\u2019s critical importance for Pakistan as a lower-riparian state, the Committee underscored the country\u2019s growing vulnerability to climate change and irregular monsoon cycles. Members stressed the need for consistent water flow for food security and economic stability.<\/p>\n<p>The Committee also strongly condemned what it termed an \u201cunprovoked Indian attack\u201d on the Neelum-Jhelum Hydropower Project, labeling it \u201cwater warfare and aggression,\u201d and an act that threatens regional peace.<\/p>\n<p>\u201cThe weaponization of water is a red line for the Pakistani nation,\u201d the Committee stated, warning that such actions could jeopardize the recently revived ceasefire between the two neighbors.<\/p>\n<p>Calling on the international community to take immediate notice, the Committee urged global actors to pressure India to uphold its international commitments. \u201cEvery drop of water allocated to Pakistan under the Treaty is our rightful share, and we will defend it legally and politically on every platform,\u201d the statement said.<\/p>\n<p>While reaffirming Pakistan\u2019s commitment to a peaceful resolution of all outstanding disputes with India, including the issue of Jammu and Kashmir, the Committee made it clear that the country would not compromise on its core water rights.<\/p>\n<p>\u201cAny threat to our water security is a threat to our very existence.
