ISLAMABAD, Wednesday, July 23, 2025 : A high-level delegation from the World Bank, led by Ousmane Dione, Regional Vice President for Middle East, North Africa, Afghanistan, and Pakistan (MENAAP), visited the Benazir Income Support Programme\u2019s (BISP) One Window Facilitation Center in Islamabad on Wednesday to review the integrated services offered to millions of marginalized families under one roof.<\/p>\n

The delegation was welcomed by BISP Chairperson Senator Rubina Khalid, Secretary Amer Ali Ahmed, and Additional Secretary Dr. Asmat Nawaz. The World Bank team included prominent officials such as Fadia M. Saadah and Almud Weitz, Regional Practice Directors; Lobna Hadji, Special Assistant to the Regional VP; Bolormaa Amgaabazar, Country Director for Pakistan; and Gailius Draugelis, Manager of Operations.<\/p>\n

In her opening remarks, Senator Rubina Khalid expressed appreciation for the World Bank\u2019s long-standing support and called for deeper cooperation in driving inclusive development. She described BISP as a realization of Shaheed Mohtarma Benazir Bhutto\u2019s vision, conceived during her exile in Dubai, to uplift Pakistan\u2019s underprivileged, particularly women.<\/p><\/blockquote>\n

Highlighting BISP\u2019s impact, she noted how mandatory CNIC requirements have empowered millions of women by integrating them into the national identity system. She also unveiled a new pilot project soon to be launched in major urban centers that will help BISP beneficiaries open bank accounts\u2014marking a major step toward financial inclusion.<\/p>\n

Secretary Amer Ali Ahmed briefed the delegation on BISP\u2019s evolving initiatives, emphasizing the shift toward digital banking and literacy programs to empower beneficiaries and improve service delivery.<\/p>\n

During the center tour, the delegation observed key service counters including Benazir Taleemi Wazaif, Nashonuma (Nutrition Awareness), Digital Payment Mechanisms, and the Savings Scheme. They interacted directly with beneficiaries and witnessed the efficiency of BISP\u2019s integrated, client-centric service model.<\/p>\n

The World Bank team commended BISP for its targeted cash transfer programs, both conditional and unconditional, and praised its adoption of digital solutions, focus on nutrition, and commitment to girls\u2019 education.<\/p>\n
