{"id":87547,"date":"2026-10-09T11:13:07","date_gmt":"2026-10-09T11:13:07","guid":{"rendered":"https:\/\/thediplomat.com.pk\/?p=87547"},"modified":"2026-10-09T11:13:07","modified_gmt":"2026-10-09T11:13:07","slug":"egypt-sudan-eritrea-somalia-issue-el-alamein-declaration-on-red-sea-governance-sovereignty-water-rights","status":"publish","type":"post","link":"https:\/\/thediplomat.com.pk\/index.php\/2026\/10\/09\/egypt-sudan-eritrea-somalia-issue-el-alamein-declaration-on-red-sea-governance-sovereignty-water-rights\/","title":{"rendered":"Egypt, Sudan, Eritrea &#038; Somalia issue \u2018El Alamein Declaration\u2019 on Red Sea governance, sovereignty &#038; water rights"},"content":{"rendered":"<h6 style=\"text-align: center;\"><em>Four leaders reaffirm sovereignty, territorial integrity, peaceful conflict resolution and cooperation on transboundary waters and regional security<\/em><\/h6>\n<figure id=\"attachment_87452\" aria-describedby=\"caption-attachment-87452\" style=\"width: 150px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-87452 size-thumbnail\" src=\"https:\/\/thediplomat.com.pk\/wp-content\/uploads\/2026\/09\/53a09733-b375-43f6-b431-e7bd32c3efbc-150x150.jpg\" alt=\"\" width=\"150\" height=\"150\" \/><figcaption id=\"caption-attachment-87452\" class=\"wp-caption-text\">Muhammad Jahanzeb Abbas &#8211; Diplomatic Correspondent<\/figcaption><\/figure>\n<p><strong>NEW ALAMEIN:<\/strong> The leaders of Egypt, Sudan, Eritrea and Somalia have adopted the \u201cEl Alamein Declaration\u201d following a summit in New Alamein, bringing together their positions on transboundary water management, Sudan\u2019s unity and territorial integrity, Somalia\u2019s sovereignty, and governance and security in the Red Sea region.<\/p>\n<p>The summit was held amid a complex set of security and political challenges affecting the Horn of Africa and the Red Sea, highlighting the growing importance of coordination among the four countries whose strategic, economic and security interests increasingly intersect across the region.<\/p>\n<blockquote><p>In their joint declaration, the leaders reaffirmed their commitment to sovereignty, territorial integrity, non-interference in internal affairs and support for national institutions, while emphasizing the need to resolve regional conflicts through political and peaceful means.<\/p><\/blockquote>\n<p>On transboundary rivers, including the Nile, the four countries underscored the importance of international law and reaffirmed the principles of non-harm, prior notification, consultation and consensus.<\/p>\n<p>They rejected unilateral measures that could adversely affect the existing water uses of Egypt and Sudan, stressing the importance of cooperation and dialogue in addressing issues related to shared water resources.<\/p>\n<p>Egypt has consistently emphasized cooperation and regional development across the Nile Basin and has contributed to infrastructure and development projects in African countries. Among these is the Julius Nyerere Hydropower Plant in Tanzania, reflecting Cairo\u2019s stated commitment to supporting development and infrastructure initiatives in the wider Nile Basin and Africa.<\/p>\n<p>On Sudan, the leaders reaffirmed their support for the country\u2019s unity, sovereignty and territorial integrity and rejected the establishment of parallel entities.<\/p>\n<p>They called for a Sudanese-owned and Sudanese-led political process for resolving the conflict and restoring stability in the country.<\/p>\n<p>The leaders also categorically rejected support for mercenaries, emphasizing the importance of preserving Sudan\u2019s national institutions and territorial integrity.<\/p>\n<p>Regarding Somalia, the four leaders reaffirmed the country\u2019s unity, sovereignty and territorial integrity and rejected external interference aimed at undermining them.<\/p>\n<p>They specifically rejected recognition of Somaliland, considering such recognition an infringement upon Somalia\u2019s sovereignty and territorial integrity.<\/p>\n<p>The leaders also expressed support for Somalia\u2019s efforts to combat terrorism and strengthen state authority throughout the country.<\/p>\n<p>They called on regional and international partners to provide sustainable and predictable funding for the African Union Support and Stabilization Mission in Somalia (AUSSOM) to assist efforts aimed at strengthening security and stability.<\/p>\n<p>On the Red Sea, the declaration reaffirmed the importance of freedom of navigation, while stating that governance of the Red Sea is the exclusive responsibility of its littoral states.<\/p>\n<p>The position reflects the four countries\u2019 emphasis on the role of coastal states in determining arrangements concerning the security, stability and governance of the strategically important waterway.<\/p>\n<p>The leaders agreed to establish a mechanism to follow up on the implementation of the summit\u2019s outcomes.<\/p>\n<p>They also agreed to maintain periodic consultations and convene further consultations whenever necessary, providing a framework for continued political coordination among the four countries.<\/p>\n<blockquote><p>The El Alamein Declaration represents a significant effort to deepen political consultation and coordination among Egypt, Sudan, Eritrea and Somalia on issues involving sovereignty, territorial integrity, shared water resources, regional security and the strategic Red Sea.<\/p><\/blockquote>\n<p>Through the declaration, the four countries have emphasized principles of sovereignty, peaceful conflict resolution, respect for international law and stronger regional cooperation as important elements for promoting stability and sustainable development across the Horn
